Abstract

Resolution 2749 (2024)
Adopted by the Security Council at its 9712th meeting, on 28 August 2024
The Security Council,
Recalling all its previous resolutions on Lebanon, in particular resolutions 425 (1978), 426 (1978), 1559 (2004) and 1701 (2006),
Noting with grave concern the escalating exchanges of fire across the Blue Line since 8 October 2023, in breach of the cessation of hostilities and contrary to the other provisions of resolution 1701 (2006), and underlining that further escalation carries the high risk of leading to a widespread conflict,
Expressing its deepest concern at the consequences of these tensions, causing numerous civilian casualties and forcing tens of thousands of civilians to flee their home and calling on all parties to armed conflict to comply with their obligations under international humanitarian law, including regarding the protection of civilians, including children,
Reaffirming its commitment to the full implementation of all provisions of resolution 1701 (2006), and aware of its responsibilities to help restore calm along the Blue Line, secure a permanent ceasefire and a long-term solution as envisioned in the resolution,
Expressing support for ongoing diplomatic efforts to deescalate the situation and restore calm along the Blue Line,
Condemning the incidents that affected United Nations Interim Force in Lebanon (UNIFIL) premises and forces, wounding several peacekeepers, and strongly urging all parties to take all measures to respect the safety and security of UNIFIL personnel and premises, as well to allow UNIFIL to carry out the functions envisaged in resolution 1701 (2006),
Responding to the request of the Government of Lebanon to extend the mandate of UNIFIL for a period of one year presented in a letter from the Lebanese caretaker Minister for Foreign Affairs and Emigrants to the Secretary General of 24 June 2024 and welcoming the letter from the Secretary-General to its President of 24 July 2024 (S/2024/567) recommending this extension,
Reiterating its strong support for the territorial integrity, sovereignty and political independence of Lebanon based on the principles and parameters set out in resolution 1701 (2006),
Determining that the situation in Lebanon continues to constitute a threat to international peace and security,
1. Demands the full implementation of resolution 1701 (2006), reiterates its strong support for full respect for the Blue Line and full cessation of hostilities, and recalls the objective of a long-term solution based on the principles and elements set out in paragraph 8 of resolution 1701 (2006);
2. Decides to extend the present mandate of UNIFIL until 31 August 2025;
3. Strongly urges that all relevant actors implement immediate measures towards de-escalation, including with a view to restoring calm, restraint and stability across the Blue Line;
4. Encourages the Secretary-General to ensure that UNIFIL remains ready to adapt its activities to support de-escalation, within its mandate and its rules of engagement;
5. Also requests the Secretary-General to continue to report to the Council on the implementation of resolution 1701 (2006), every four months, or at any time as he deems appropriate, in a manner consistent with the existing reporting format as set out by previous resolutions;
6. Stresses the importance of, and the need to achieve, a comprehensive, just and lasting peace in the Middle East, based on all its relevant resolutions;
7. Decides to remain actively seized of the matter.
