Adopted by the Security Council at its 9735th meeting, on 30 September 2024
The Security Council,
Recalling all its previous resolutions on Haiti, including resolutions 2645 (2022), 2653 (2022), 2692 (2023), and 2743 (2024) and reaffirming resolution 2699 (2023),
Expressing gratitude for Kenyan leadership of the Multinational Security Support (MSS) mission and welcoming the deployment of the MSS mission to Haiti in response to the appeal by the UN Secretary-General and… [read more] the Haitian government, following consultations with Haiti and the authorization of security support to Haiti by the Security Council in resolution 2699 (2023), and further welcoming both the offers to participate made by several Member States, as well as the financial contributions to support MSS mission operations,
Expressing deep concern about the situation in Haiti including violence, criminal activities and mass displacement of Haitians,
Welcoming the partnership between Haitian authorities and MSS mission leadership in restoring public security to the benefit of the Haitian people,
Reaffirming the need to continue to advance a Haitian-led, Haitian-owned political process towards the holding of free and fair legislative and presidential elections and recalling the MSS mission mandate to build security conditions conducive to such elections,
Reaffirming the Secretary-General may provide logistical support packages to the MSS, when requested by the MSS and MSS donors, subject to the full financial reimbursement to the United Nations through available voluntary contributions, and in full respect of the United Nations Human Rights Due Diligence Policy (HRDDP),
Determining that the situation in Haiti continues to constitute a threat to international peace and security and to stability in the region,
Acting under Chapter VII of the Charter of the United Nations,
1. Decides to extend the present mandate of the MSS mission, as authorized in resolution 2699 (2023), to October 2, 2025, and reiterates the call to Haiti and the leadership of the MSS mission to update regularly the Security Council and the Secretary-General of the progress of deployment;
2. Recalls and reaffirms the remaining operative paragraphs of resolution 2699 (2023), noting that the arms embargo in paragraph 14 was reaffirmed and extended in resolution 2700 (2023);
3. Encourages the MSS mission to accelerate its deployment, and further encourages additional voluntary contributions and support for the mission;
4. Decides to remain actively seized of the matter. [^]
